Is translation feature in Office 2003 free?

I was under the impression that to use the translation feature from the new
Task Pane is free. Can anyone confirm that this is the case?

Hi Milly,

I have used this for training purposes but now a member of the firm believes
that a charge has been made to their translation request.

there are translation options that do cost, but the basic ones are free. How
were they charged?
