Is Visio 2003 backward compatible with 2K and 2002?

I have Visio Prof 2003 SP1 with the full office 2003 on Win XP sp1. I have
been unable to open some, but not all, older Visio docs stored on our
network. I have been unable to find the common thread that causes this.
Visio asks about disabling macros, then no matter if I answer yes or no, it
just hangs there with an hourglass. Others that open fine also ask about the
macro, so that is not the cause. Is there any known issue that causes this?
Bugs in other office programs or winXP?

I created a 15 flows in Visio 2003 and saved as a 2002 so a client could open
in their version. The file utilizes cross functional bands and when the
client opens their verion of the file, it will not open completly and gived
an error about the cross funtional bands. Any idea?

Where a generic drawing can be saved to the v2002 from v2003 version, the
same is not necessarily true for drawings created using some of the Visio
Add-ins.
