Is webpage layout in percentage or em terms possible with Pub 2007

I'm just starting to learn, so I can publish a website. Please forgive if
this is too basic a question:

In Publisher 2007, is it possible to use percentage or em units for webpage
layout?

Nope. Publisher uses absolute positioning, fixed width, static pages and
font sizes in points. You can view the code by doing a web page preview,
view, source.
