Issue Tracker : remove "Response" from "New" menu

For the Issue Tracking tool, is it possible to remove "Response" from the
"New" menu ?

Hi John -

You've got two easy options.

1: Delete the form by right-clicking on the form name and choosing delete.
There's no way of undoing this.

2: By denying permission to use the form on the Options tab. Less drastic.

Why doesn't the following work ?

On the Response form's Options tab, I uncheck "Use this form to create
responses to the selected record."

However, "Response" is still listed under "New"
