Issues list not reflecting all members

Platform is Project Server 2003 with Windows Sharepoint Services running on Server 2003. Hoping someone can help with this. When assigning issues on a project to members there is a finite number of users in the 'Assigned To' list. What determines this listing. Only a small subset is showing up. Thanks

The list of users on the Assigned To list is derived from those team members
who are actually assigned to tasks in the project. Hope this helps.
