Issues Management on Share Point Team Services

I'm trying to understand how STS comes up with the pick
list for Issues Management with regards to Owner and
Assigned to. Currently, it displays a finite list of
users, none of them that are part of the project team
itself. Any suggestions?

List of users displayed comes from the NT User Group for that site. If you
look in the Computer Management | Local Users and Groups | Groups folder.
You will notice a number of STS user groups. NT Authenticated users are
added to this NT Group as the project is published automatically.....
assuming you have this turned on within Project Server.

Is this still the same source for 'assigned to' lists for Project Server 2003? I only see one STS_WPG user group and it does not match the list of users that I am seeing for issue assignments
