Has anyone figured out a good way of adding a subweb that
is accessable through PWA Issues without simply adding a
dummy project (although I'm sure this would work)? The
idea would be to have Public Issues similar to Public
Documents that are not related to any single project but
about the program as a whole.

Scott,

Why not generate the subweb manually and then just add a
link to it from the HOME page within PWA? The subweb will
operate on its own without a plan, and the public will
have access to the subweb from the main page.

You'll have to add users, or get the rights from the
parent page, but it's an idea.
