Issues setting up a meeting using on behalf

Wew are using exchange 2003 and whenever we setup an oppointment, and had a
resource, we allways get

"You do not have permission to send to this recipient. For
assistance, contact your system administrator"

every time an invettie accepts . the recipient reference the resource.
