Issues Template

Is there a way to change the Issues template for the entire organization?
For instance, I added a column and created a drop down box for it. It is an
element we would like to add to all Issues pages in PWA. Other than going
into each Issues area for each project and adding this column, is there a
way to make this appear each time we create a new subweb? I've heard
mention about changing the template in SharePoint but can't find anything on
this.

You'll need to look to SharePoint information sources to obtain direction on
this. You can use the SharePoint news groups, however, approach the subject
generically or you'll be told to post back here. Essentially, you need to
first master STS customization and then apply what you learn without
breaking the customizations the Project Team has added to STS for Project
Server.
