Double click on the Recycle bin icon on your desktop if it's empty then it's
been deleted.

Yes, but if I wanted to know the specific date and time that the original
owner of the PST deleted an email item that's currently stored in the PST
under the "Deleted Items" folder, is there a way to determine that?

That isn't a "tracked" function in the mail folders.

Yes open the deleted items before you permantley delete them and at the top
there is an icon that when you hold your mouse over it the screentip will say
"Views" Click the down arrow and click on details it will tell you when the
folder was moved to the recycle bin.
