Item numbering keeps reverting to continuous

I have numbered items on every other page of my document. As I proceed
through the editing process, I meticulously (I think) define the numbering
through "styles and formatting", and turn off the modify option. However,
many (sometimes, not all) of the numbering reverts to continuous at some
(unknown) later stage in my editing.

I don't know what I'm doing wrong. It usually means that I must start at the
beginning and go through every page again, manually setting the numbering on
'restart'. But if I have further edits, the numbering may still go crazy
again.

Can anyone save me?

I'm afraid that isn't working. The numbering in the next list is continuous
and I need to go back and restart. If I change formatting the lists may
revert to continuous again. I haven't been able to identify the precise
conditions that cause that to occur.

I should say that I used the {NUMFIELD} method.

Apologies {LISTNUM} as in: {LISTNUM \l 1 \s 0}
I can't seem to get it to work.

In what way doesn't it work? Did you make sure to place the field at the
end of a list (as explained at
http://word.mvps.org/faqs/numbering/ListRestartByLISTNUM.htm)?
