I've applied a rule but don't get a read receipt from this person

I have used the Rules Wizard to set up rules for a particular person. I do
not get a "read receipt" acknowledgement when that person reads my mail. I
have elected a "read receipt for all messages I send" under Preferences,
Email Options, Tracking Options. Thanks.

You'll get a read receipt only if the recipient wants you to get one.
