Japanese dictation does not work

I am not able to get my speech recognition to dictate when speaking in
Japanese. I can type in Japanese but can not dictate in Japanese.

I may be mistaken, but I think speech recognition only works when the
regional settings are set to US English.

I've read somewhere that it works only for English and Japanese.
