Do I assume correctly that you have the English version of Windows and
Outlook? There are two issues to this
1) The sender *must* specify the Japanese encoding, preferable JIS
(ISO-2022-JP). Otherwise your English email client will not know what
charset to use for the incoming message.
2) You must run Outlook in Unicode mode; see this article for details

P.S. incoming messages with missing encoding *may* be corrected by
editing the message (Edit | Edit Message), then setting the correct
encoding (Format | Encoding -> Japanese (JIS)). However, this method may
not work if the multibyte characters have already been broken up into
single garbage characters (mojibake).

Is this independent of having Japanese installed in regional and languages
e.g. If I didn't have this installed would it make any difference to outlook
receiving Japanese?


Just trying to troubleshoot

That, of course, is a prerequisite to support Japanese text. The two
items I mentioned below are specific requirements for email.
