java script works perfect in preview; not when viewed for reals!

Okay, my JavaScript menu works great in FP2003 preview and in "Preview in
Browser".
But it does not even show up when the page is actually view as a normal page
in a browser.
Other JavaScripts work fine in the page. And this script works fine in other
pages.
Now my only clue is that the page is a .tpl page which links with other .tpl
pages to form a complete .html page.
But if other JavaScripts work on this page, why would this one not?
