jet 4.0SP8 for XP is not resolving secuiryt issue with access 2K3

Microsoft recommneds that you install Jet 4.0 SP8 to resolve Access 2003
secuirty problems, when I try to do so on a Windows XP machine it tells me
that my Jet version is newer than the one I am trying to install, but my
problems persist, please advice.
