Jet 4 and Office 2k3 SP1

I have an Access 2k3 file I reinput from scratch from Access 2K file. I just
reformatted my hard drive; after I installed Office 2k3, I installed SP1. Now
I'm in the process of getting the various smaller files when I run across the
need.
When I opened this Acc 2k3 file, I got a prompt to get Jet 4.0 SP8. I
downloaded the file and got the following setup error msg: KB829558 Setup
Error / Setup has detected that the Service Pack version of this system is
newer than the update you are applying. There is no need to install this
update.
Whaaatsthis*?
I also recalled an earlier Office Newsletter in my hotmail account regarding
a converter for Access 2.0 converter for Access 2k3. I got that file and
installed that as well - having forgotten I retyped the entire .mdb.
Now every time I open the file which launches Access, I get the Security
Warning: This file may not be safe if it contains code that was intended to
harm your computer. Do you want to open this file or cancel the operation?
Fortunately, when I click on open, the .mdb seems to work properly.
How can I get this security warning to not show up?
Do I need to uninstall Office 2k3 entirely, scan registry to remove traces
of Office 10, reboot and reinstall O 2k3, THEN install Jet 4.0 and THEN
install O 2k3 SP1?
