jittery behavior with flashing hover buttons

I am using FP 2000. Also 3 frames. The left frame includes a row of hover
buttons which navigate through the web. They work fine except that after
clicking on a link, the pages rather flash, or hop a bit. A grey rectangle
appears under each hover button after clicking on anyone of the hover
buttons.
My validator says as below but I do not understand. Thanks much for any
ideas.


The "target" attribute is not valid for the "frame" element. The valid
attributes for this element are: "align", "bordercolor", "class",
"contenteditable", "datafld", "datasrc", "dir", "frameborder",
"framespacing", "hidefocus", "id", "lang", "language", "longdesc",
"marginheight", "marginwidth", "name", "noresize", "onblur", "onfocus",
"scrolling", "src", "style", "title", "unselectable", "xml:lang", and
"xml:space".

It says that the target attribute are not valid for the HTML version you
have chosen to validate after. Change to the frameset version or html
4.01 transitional. Better yet, don't use Frames.
The grey background are the default background for JavaApplets it will
show while the applet loads.
You should also consider getting rid of these as many people today can't
see them.
