Join Memo fields

I am trying to join memo fields together with CrLF in between using an update
querry:

[Master Risk List]![Mitigation] & Chr(13) & Chr(10) & [Risk temp]![Risk
Response Actions]

However, it shows 2 box characters instead.

What am I doing wrong?
