Journal and auto even loging

Good day, I am trying to get the auto event loging for outlook to work for 2000,XP, and 2003. I have enabeled the event tracking in all three, when I open, edit, and close a file I do not get an event. If I do it is a hit and miss.

Any Ideas??? Pleas

Setup information: I have all different OS's with all different Office Suites. they are all setup to connect to my Windows 2000 server running Exchange 2003.
