Journal did not record the document open

I am using outlook 97 and office 2000 before. After I upgrade me outlook
2003 the journal function is not working anymore. It did not record any
application I open. I tried to reinstall the Outlook 2003, reinstall the
Office 2000, try to install the OfficeXP but the journal still not working.
If anyone encounter this problem and solved it before, please help to advise.
