jpg hyperlink will not activate

I have a newsletter that has 2 jpgs in it--one letterhead
and one a button that I would like to add a link to. When
I highlight the graphic and go to Insert--hyperlink and
type in the info it seems to work, but as soon as I send
it out the link dissapears.

Any ideas?

This is a jpg in an Outlook stationary...does that count
for anything??
