Jumping cursor and jumping page(down)

My cursor jumps to the bottom or side and hides until I move the mouse. Also
my page will jump down about a quarter.

It is more prevelant in IE and web pages. But also happens in whatever
program I am using.

Download and install the latest drivers for your video card and mouse.
If the problem is not corrected, then:

Replace your mouse with a new one. If that does not solve the problem,
replace your video card with a new one.

assuming of course you've checked the stupid stuff first?...like is it
security plugged in, nothing is hitting the connector, there are no corn
flake crumbs in it...if it's a wireless are the batteries, good, are they
secure...etc.

Mine did the same. Disable the secondary keyboard and the problem goes away.
On my Toshiba Qosmio it is the green "Function" key + F10.
