Junk E-mail Folder has disappeared from my office 2003

This is an issue that my CEO has all the time, quick fix close and open
outlook, then junk e-mail folder will show. His mailbox is about 4 gigs huge,
tried my best to get him way under 1 gig. but he wont do it. Just deployed a
new Dell gx620 with a gig of ram, XP and all latest software. still has teh
issue with junk e-mail folder not showing,
please help...
