Junk e-mail is killing me

I've got a user that is was using the Junk Mail Filter in Outlook 2002 to
access her email in Exchange 2003.
False positives included emails from people in the global address book.
This problem was easily solved
by editing the junk mail filter list and removing the "safe" email address
from the list. Recently though
she has been getting emails going to her Junk E-mail folder that weren't
listed in her junk e-mail filter
list. Even after turning off the junk-email filter, she was still getting
emails being filtered. I also checked
her rules and she didn't have any setup other than the one setup through the
junk-email filter.

I've since moved her to MS Office 2003 so that she would have Outlook 2003
with the more advanced
junk e-mail filter options. She is still getting valid emails going to her
junk e-mail list even though I have it set to
"No Automatic Filtering:...". I've reviewed all her junk e-mail settings
and there were no e-mails in any
of the lists (Safe Sender tab, Safe Recipient, Blocked Senders,
International). Assuming the
"No Automatic Filtering:.." was working, the junk e-mail filter readme
shouldn't be used to
filter. So, the issue is this, where are the rules that are running the
filter? Are they server side- on Exchange 2003
rules? If so, why can't I see them in the rules list? Is it possible to
confuse Outlook 2002
by moving to Outlook 2003? Where would Exchange 2003 keep these filter
rules if it
is the issue?
