Hi maddai,

The following correspondence with Microsoft speaks for itself. As you can
see, this is a problem that every Office 2003 user is facing and, as of now,
unfortunately, the only solution is to completely uninstall and reinstall
Office 2003.

Thank you very much for your kind message. You are obviously very
professional and knowledgeable. I have carried out all the steps that you
have suggested. Step 5 solved the problem. Here is the rundown on each step:

In Step 1 (which I had tried on my own before receiving your message) the
following error message was displayed: "Update for Outlook 2003: Junk E-mail
filter (KB916521). The update cannot be applied."

In Step 2 the Office Source Engine Service had already been started and its
startup type was already Manual.

In Step 3 the following error message was displayed: "Microsoft Office 2003
Setup. Installation ended prematurely because of an error." This was followed
by another error message: "Add or Remove Programs. Fatal error during
installation."

In Step 4 the following error message was displayed: "Microsoft Office 2003
Local Installation Source Tool. The Local Installation Source Tool has
encountered an error: 0x80070002. Contact Microsoft Support for further
assistance."

In Step 5 I deleted all Microsoft Office entries from my registry, deleted
my C:\Program Files\Microsoft Office folder, reinstalled the software from
scratch, and installed all the updates. Finally, Symantec's Norton WinDoctor
found 14 problems in the registry (which it fixed).

It seems to me that before running Windows Install Clean Up one should try
to uninstall Microsoft Office 2003 from the Add or Remove Programs folder.
Not doing so creates other problems. For example, the MSOHEV.DLL file cannot
be deleted.

The issue could occur if the Office Source Engine service startup type is
set to " DISABLED". However, Windows Installer cannot start this service if
this service is disabled. To resolve this issue, follow these steps:

1. Determine the status of the Office Source Engine service. To do this,
follow these steps:

a. Click "Start", click "Run", type "services.msc" (without the quotation
marks), and then click "OK".

b. In the list of services, double-click "Office Source Engine".

c. View the option that appears in the "Startup type" list.

2. If the start type is set to "DISABLED", modify the startup type to a
setting of "Manual". To do this, right-click "DISABLED" list, click
Properties, General tab. And then select "Manual" in the "Startup type" list,
and then click "OK".

3. Try to install the Office Update locally again.

Step 3: Repair Office 2003
===================
1. Click Start, and then click Control Panel. If Control Panel is not in
Classic View, click Switch to Classic View.

2. In Control Panel, double-click the Add or Remove Programs icon.

3. In the Currently installed programs list, click to select Microsoft
Office 2003 product. Click Change.

4. In the Maintenance Mode Options dialog box, select "Reinstall or Repair",
and then click Next.

5. Click to select "Detect and Repair errors in my Office installation" and
the click "Install" button.

Step 4: Disable Local Installation Source
=================================
I think that disabling the LIS would clean-up the registry setting and might
fix the issue. If the update requires source from cache and if it is binary
update, the first attempt at install might fail and the install will switch
to full file for the next detection cycle.

1. Download the Local Installation Source Tool from:

2. Extract LisTool.exe and LisTool.chm to some location.

3. Run the GUI tool (LISTOOL.exe) and choose the Disable LIS option. Click
next. Select all the check boxes in the subsequent dialog. Then proceed to
Finish.

4. Try doing a detect and install again.

Step 5: Reinstall Office
===================
Before you perform the following steps, please refer to the following
Microsoft Knowledge Base (KB) articles to learn more about backing up the
Outlook data and Office program settings.

Note: The articles also apply to Office 2003.

1. Download and install the Windows Installer Cleanup Utility.

2. After you install the Windows Installer CleanUp Utility, click Start
menu-> All Programs-> Windows Install Clean Up.

3. Highlight Microsoft Office 2003 entry in the list and then click Remove.
Quit the Utility.

4. Close all applications.

5. Click Start menu-> Run, type "%Temp%" (without the quotation marks) in
the Open box and press Enter.

6. Empty the %Temp% folder.

Note: If some files can't be deleted, please skip them, which doesn't
influence the result of the troubleshooting.

7. Empty the Recycle Bin.

8. Restart your computer and install Office 2003 again.

9. Then, go to Office Product Updates Web site to check for all available
updates:

To capture the image, we can perform the steps below:

(a) When the error message appears, press the Print Screen key several times
(this key is located to the right of the F12 key on the keyboard)

(b) Open Paint ['start' => 'All Programs' => 'Accessories' => 'Paint'].

(c) Click Edit (menu) -> Paste or press Ctrl + V.

(d) Click File (menu) -> Save. Save it as a .jpg or .gif file and send it to
me as an attachment.

I have also found that i am unable to use system restore i have gone back as
far as i can,is this to do with the Windows checker (validation)of office
2003 if i delete office using Add and remove will this be the correct way of
un installing and would i be able to install.

due to Windows validation of Office. If I un install using add and remove

So you're saying you followed the steps in my previous post and it
didn't fix the problem for you? If so, you'd be the first person I've
heard of that it didn't work for.

I can't speak for anyone else but the problems I've had with the
updates are because I've been using a registry cleaner and it removed
entries that it shouldn't have. That's why the update won't install.

I don't work for MS but it's hard for me to blame them for something I
did.

Already set to Manual - Tried install again.

Outcome - Failed. Still no luck/another failed install

Step 3: Repair Office 2003

Outcome - Failed. Error message, dialog box 1 "Installation ended
prematurely because of an error" then Error message, dialog box 2
"Fatal error during installation" Click ok/END

Step 4: Disable Local Installation Source

DONE

Didn't get to run the tool. Was able to download and save to the above
location and that is it. An error message came up. "The Local
Installation Source Tool has encountered an error: 0x80070002. Contact
Microsoft product support for assistance."

Step 5: Reinstall Office
===================

Of course deleting the entire program and reinstalling it is going to
fix the problem. That will fix all problems. Why not format the whole
PC and start all over again. That is an easy way out for MS. They
should be fixing the problem. And besides I am not confident enough
that all my data will be there or can be reinstalled. Why should I have
to take the chance. Step 5 is not a step to fix this problem I am
sorry.

So i say no mate not a chance. Also I haven't used any registry cleaner
or such and I cannot install updates. Anyone else got any suggestions
that don't involve deleting and reinstalling.

I agree that you don't need to uninstall/reinstall MS Office or any of
that. That's a waste of time in my experience.

doing the steps, you can then install the patch. I suggest you try it

My sincere apologies. I had overlooked that link.

I have since followed your directions and and it now
works/installs/detects and repairs etc. I thank you for you advice and
patience and can honestly say that if anyone experiencing the same
problems, follow the link and directions within and all is well.

Now my next question, why did i have to do that. Updates from MS have
always installed without me having to do any that. Is this now
something that i must do every time.

ab InstallSource REG_SZ would this be the line that I type the value data
into please help as i am new to reg edit

I'm assuming you're referring to step 7. In the value data text box,
you would put in the installation drive you used to install MS Office.
For instance if your MS Office came on a CD and your CD ROM drive is
drive "d" on your PC, then you would put D:\ in the value data text
box. Just follow the example included and you won't go wrong.

If you're new to regedit, just go slow, take your time and more
importantly, FOLLOW THE DIRECTIONS. The directions are complete and
accurate and if you do each step in order, you'll be fine.

Sorry for being so thick it seems to have worked thank you for being so
helpful, any Ideas why I canot turn the clock back using systwm restore it
says that it canot or should I post again

If you're trying to change your system clock, you wouldn't want to use a
system restore point.

To change the time or date on your PC, just doubleclick on the time in
your system tray (in the lower right hand corner of your screen) and
then you will be able to change the time or date as needed.

Or you could go into control panel and click on the time/date icon and
change it that way as well.

Sorry again i am trying to restore the system to an earlier day and it will
not allow me,i have tried all sytem restore dates that are there,it tells me
that it canot, the only thing i have run was the microsoft reg cleaner(the
office set files were shown in disk clean up prior to running it), or i have
seen that the validation of office could be at fault

I would like to thank you as in the last few days I have learned a great
deal the problem that I had with the E-mail which you solved and the second
problem with the system restore which i found was a NORTON ANTI Virus problem
which i have now resoled I am very greatful.
But again I am very cross as these are problems created by EXPERTS to baffel
normal PC users
