junk email not filtering Outlook 2003

My junk email filter is not working. I tried the help suggested in an earlier
thread by deleting the junk email rule. However, I didn't have a junk email
rule in the IMAPI list to delete.
Suggestions?

2003, I believe you were still able to add your own address to the Safe Recipient
list, so, what's on your safe recipient list?
