Junk email update for O2k3 fails Error 1603

Trying to update MS Office professional Ed 2003 with
Junk E-mail filter (KB911961), getting error:
OUTLFLTR could not be installed. Error coded 1603.

Clicking on link from Event log to KB shows "now found" error.

All other Office updates have run fine, only this one has failed.

Anyone seen this error? Share a fix?

Running WinXP pro
P4,
1gig ram,
250gig HD with 150+gig free space.
