Junk mail limit?

When I try to create a new rule to move certain addresses
into my junk mail folder, I get the following
response "This Rule Could Not Be Created. Check Your
Folder Options." I already have quite a few addresses
going directly to my junk mail. Is there a limit on how
many are allowed? Or am I doing something wrong?
