Junk Mail list does not keep junkmail out

I have entered many emails into my junkmail "blocked senders" list. But
emails still get through to my inbox from those addresses. Is there anything
I need to to besides clicking on this "blocked senders" list link on the drop
down menu?

Blocking senders in not a very efficient way to eliminate spam because
spammers often use different addresses.

What version of outlook do you use and is the junk mail filter set on High?
