Justifying text problem

How does one justify text in a paragraph and yet not justify the last
line if it only has, for example, two or three words? Like they do in
books, in other words.

You are using the ENTER key by itself are you... on my setup, it does
not justify the last line if you end it with ENTER <carriage return>,
but it does if you use SHIFT-ENTER <line break>.
