KB933146 "The installation of this package failed"

I have tried to install the hotfix KB933146 several times, and everytime, I
have received the message "The installation of this package failed". I have
uninstalled tzmove, and re-installed it, and I still get the error message.
I have repaired my Windows XP SP2 operating system, and I still get the error
message. I have searched Microsoft help and Google, all to no avail. Please
help.

You nailed it!
I was running Windows Installer 3.0.3790.2180.
I downloaded and installed Windows Installer 3.1, and the hotfix KB933146
installed successfully.
