KB949031 refuses to install silently or via WSUS

We're running into a strange problem. On about 500 or so machines we are
unable to get the latest Outlook 2003 patch to install. The strange thing
is, if the user is an administrator and manually downloads and installs the
patch, it works fine. If WSUS pushes it or if we push it with our software
distribution server and run it silently, it fails. We can't figure out why
this is happening when manually running the downloaded file works perfectly
fine. We do not allow admin rights to anyone but Tech Services in our
company so having 500+ users manually download and run this patch is not a
possibility. Any ideas? I checked the OHotfix log on these machines and I'm
getting the generic 1603 error at the end. Any suggestions would be
appreciated!

Apparently - 1603 error is a generic failure error

Have you tried the WSUS Newsgroup?

Thanks, but I'm looking for a bit more. I really don't want to have to
resort to reinstalling Outlooik on 500 machines.... If needed I can post the
OHotfix log, I'm unable to really get anything out of it.
