Keep a resource from becoming a Team Member when PM changes task i

When I as a PM change a resources task information in MS Project (2002) it
adds Team Member permissions to this resource in Project Server (2002). When
this happens the resource can see all projects and I just want them to see
the one they have been assigned according to their category. I understand
that the resource should make the change and not the PM but this will not
work for us in every case.

If you're asking how to prevent what you want to be "local resources" in
project plans from becoming Project Server users, then you should set
account creation on publishing to off in Project Server and/or set each
resource's workgroup value to 'none'

If becoming a team member gives them access to view all projects then
it sounds like your Team member category (likely the My Tasks Category)
is allowing them to see all projects. Look at the Category you have
associated with the Team member group and see if it (or one of them)
allows all projects to be viewed.
