In FrontPage, how do I return focus to my site's Hyperlink launch point when
the user exits the external site?

If the user keeps clicking Back it will return to my web. Clicking on the
red X returns to the desktop.

You can only do this, if you have your links set to open in a new browser windows, then when the use
close the browser window to the other site, you site will still be open.

How do I set the link to open in a new browser?

Right click on the link, then set the frame target value to new window.
