Keeping shape order in tact when reopening a Visio file

I am using the Cross Functional Flowchart Separator shapes to define phases.
Everytime I reopen the file, I have to reorder the shapes to bring the
Separators to the front, or they are not visible. How can I maintain the
order of the shapes?
