I would suggest that Excel would be the easiest for most people. I
would likely choose Access. Check around, you will likely find a template
for it.
The only real question comes in if you need some special reports etc.

Yes, it is usually an easy job, but for someone who may not have any
Excel experience or who may like a fancy version the templates can provide a
solution or inspiration.

No I don't, but it might be a good idea.
