Keeping Webpage in Proportion when restoring down

How do you keep images from moving when you restore down a page? Also how
can I add text to my cursor on my page?

Restore down? You mean make your browser viewport smaller? That has to be
done when you start building the page by designing for the smallest expected
viewport dimension. There is no simple retrofit once you have built the
page without this in mind.
