Keeps asking for username and password

I have Project server 2003 installed. Whenever I go to manage users
and goups and the such in the admin panel it pops up with a windows
username and password box.

I have told IIS to use anonymous auth but it wont stop asking. This is
restricting my ability to put the PWA out in the DMZ as I would have to
put a user account for each admin on that server.


Any help on how to get this to stop doing this?
