Keeps bringing itself to the foreground

At arbitrary points during the day, the Outlook window
will bring itself to the foreground. It's not sending and
receiving or anything of the sort, it just brings itself
to the foreground for now good reason I can identify.
This problem continues for about a minute -- every time I
go to a different window, Outlook brings itself back to
the front within a few seconds. Even if I close Outlook
during this time, it will open again and bring itself to
the foreground. Has anybody seen this behavior before?
