Keyboard changing charecters

When I type on word, excel, or any other time on the computer (Address Bar)
my keyboard changes the charecters: slash into É, question mark into é, less
than symbol into ', greater than symbol into ", apostrophy into è, double
quotation into È, backwards slash into à, the thing above the backwards
slash, but on the same key into À, left bracket into ¨, right brakets into Ç,
the one obove left brakets into ^, and the one above the right brakets into
ç. What has caused this problem ( I cannot write verb condentions or a
question mark in this forum because I do not have the ability). If you know
how to change the settings please tell me. We also have a mexican living in
our household so she might have (extremly possibly) done it.

Our System Specs:

Proccessor: 2.66 GHz with Hyperthreading
RAM: 512 MB of DDR
Drives: DvD, and CD reader; DvD, and CD buner, and another CD reader (two
total drives
2 x 1394 drives
6 x 2.0 Univesal Serial Bus (USB)
Operating System: Windows XP Home Edition with Office 2003 (word, excel,
powerpoint, office outlook); plus, Microsoft: Streets and Trips, Picture
it... (the older versions about 2000 - 2002)
ISP: Shaw High Speed (300 - 700 kbps)
Removable / Optical Drives: CD x 2, DvD reader, DvD, CD burner +/- ( I have
the slash from my number pad), floppy disk drive, memory card drive, 1394
(firewire) cable for video camcorder, cable (USB) for still camera
Input Devices: 101 key keyboard (we keep num. lock on), wireless, optical
laser mouse (USB connective)
Output: Canon i550, Dell Moniter (old), 2 (one does not work) ALTEC LANSING
speakers.

P.S.: I am a semi - IT proffessional so it is embarrasing that I can not get
the other charecters to go away.

P.S.S.: Our computer is a Dell, we purchased it September 2003

This should help: Follow these steps in order.

Start
Settings
Control Panel
Regional & Language Options
Language tab
Details button
At the top: See what language it is set for. Change it to U.S. English
or whatever you want
At the bottom: See what kind of Keyboard it is set on. Mine is U.S.
Use remove, change?, or add buttons to make any changes.
Apply

Thank - you very, very much. I must have accedentally turned on Canadian
Multicultural, this, because Canada's two native languages are french and
english these may be short cuts for french users.
