One of the users in my office has been having an issue with Office 2003
in some documents.
Specifically, when she tries to type a " (double qoute) she gets >>
instead. I have not found any place where I can see this has been
changed and thus cannot seem to fix the problem.
New documents are not effected by this, it seems mostly ones from
Office 2000.

That sounds like a "language" problem to me - check the settings for the
documents' language - some European languages use «abc» instead of "abc"
