Keyboard issues

A team members boots up his computer, types in his network password and
Windows XP loads. Before he can do anything else, he must hold down the
shift key for approximately 15 seconds. There will be a series of "bleeps",
then his keyboard is "unlocked". Any idea what could have caused this
problem and how to fix it? Our IS Dept. has no idea...

issues under this heading. I'm so sorry I troubled you.
