Keyboard layout changes in the header of Outlook mail

I have installed the Win 2000 professional and Office 2000, and have the
Croatian language as default. Also I have installed the English and German
language. In other office programs everything works fine, but in outlook
when I want to write a new mail or contact, the language changes to English
or German while I'm in the TO.. CC or SUBJECT field???
In the body field the Croatian can be selected, but in the header fields can
not. Why??
Pls. help.
