Keyboard produces gibberish sometimes

Every so often my keyboard starts producing strange
characters on the display -- not the letters I am typing.
I have found that I can press CTRL-SHIFT-ZERO to set the
keyboard back to English again. But it just happens again
and again. I'd like this to stop happening. How do I
prevent it?
