Keyboard Shrotcuts on Macbook

A couple of quick questions:
1) I am having trouble getting the function key (keyboard shortcuts) to work on excel. When I use an external keyboard I have no problems, but if I use the mac keypad the function keys correspond to the leopard's functions.
2) I created keyboard shortcut for paste special. Once the dialogue box appears, the tab button does not allow me to move through the choices. Is there an alternative key that allows you to move through the different options?

BTW: I am using office 08 on a (intel) macbook pro and I it is running on leopard.

In the keyboard tab of keyboard and mouse system preferences, do you have
the first check box set: Use F1, F2, etc. keys as standard function
keys...²?
