Keywords for search engines

Hi. I'm setting up a site and I want to submit it to search engines.

Here are my questions:

1) Do I have to setup the <meta name="keywords"> on all pages? Or just
index.htm?

2) Do I need something more then <meta name="keywords">? What about <meta
name="description">?

3) Is there any application to generate keywords for a numer of *.htm files?
