Knowlege Base Article

After a complete meltdown (yes, I had backups of
my important data) I have to reload everything
including MS Office 97. However, I get a "No
Valid License for Acess on This Machine" or
some similar error message when trying to run
Access.

I know there is a Knowledge Base Article for this
issue as it is easily fix, but I can not seem to
be able to locate the article. Does anyone know
what Knowledge Base Article I am referring to?

There is a free download to fix the problem but it only works on Windows 98 I believe.
