Label that includes "&" doesn't show it.

I have a label "Bellevue Parks & Community Services" and
the & doesn't show up when I run the report.

I tried encasing it in quotes (tried single and double),
but the quotes show up with nothing between them.

I can't substitute "and" because it needs to fit into an
envelope window.

Is there a trick? The alternative of using "and" and
smaller typeface is not appealing to the user.

Use two of them and one will show.
