Labels and controls in Access 2007

How do I break the link between labels and controls in Access 2007? When I
use the Report Wizard and view in Design mode the lables and controls appear
to be locked together and whatever I do to one happens to the other eg I
don't seem to be able to size or move them independently of each other as I
used to in 2003.

It seems that when I design a report using a wizard I cannot get into Design
mode although the screen looks like desidn mode it acts like preview mode If
you move one field you move them all at once? Odd???
